Canton telegram No. 9 (Canton customs).
"Times" this morning reports that Canton govern-
ment has adopted defiant attitude and had ordered
maritime customs to resume business inmediately.
we wish to be certain of legal position, please tele-
graph whether this is correct and whether such orders
reached Commissioner through regular legal channel.
Is Commissioner responsible to superintendent, or can
he act independently? On whose authority did he close
port of Canton? If order to open port were issued by Shui Wu Chen to Inspector-General or by local Superintendent to Commissioner is there any legal or
treaty right to refuse to obey?
